Sorry, Honorary Employees Do Not Receive THR

Dream - Minister of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB), Abdullah Azwar Anas, said that all honorary employees will not receive Religious Allowance (THR) in 2023.

According to Anas, the government only regulates Religious THR for Government Employees with Employment Agreements (PPPK) only. "If not honorary. So this is regulated by us, this is PPPK," said Anas.

Referring to Government Regulation (PP) Number 15 of 2023 concerning the Provision of Religious Allowance and Thirteenth Salary to State Apparatus, Pensioners, Pension Recipients, and Annual Allowance Recipients in 2023, state officials will receive THR.

"The government provides Religious Allowance and thirteenth salary in 2023 to State Apparatus, Pensioners, Pension Recipients, and Annual Allowance Recipients as a form of appreciation for dedication to the nation and state, taking into account the state's financial capabilities," Article 22 reads, quoted on Friday, March 31, 2023.

In that article, honorary workers are not mentioned as one of the recipients of Religious Allowance and thirteenth salary.

The state apparatus referred to in Article 3 are:

a. Civil Servants and Prospective Civil Servants

b. PPPK

c. TNI Soldiers

d. Members of the Police

e. State Officials.

THR is also given to state officials. This is explained in paragraph 4, which states that state officials who receive THR are as follows:

a. President and Vice President

b. Chairperson, Vice Chairperson, and Members of the People's Consultative Assembly

c. Chairperson, Vice Chairperson, and Members of the People's Representative Council

d. Chairperson, Vice Chairperson, and Members of the Regional Representative Council

e. Chief Justice, Deputy Chief Justice, and Supreme Court Justices, as well as Chairperson, Vice Chairperson, and Justices in all judicial bodies, except ad hoc judges.

f. Chairperson, Vice Chairperson, and Members of the Constitutional Court

g. Chairperson, Vice Chairperson, and Members of the Supreme Audit Agency

h. Chairperson, Vice Chairperson, and Members of the Judicial Commission

i. Chairperson and Vice Chairperson of the Corruption Eradication Commission

j. Ministers and officials of ministerial level

k. Head of the Indonesian Representative Office abroad who serves as an Extraordinary and Plenipotentiary Ambassador

l. Governors and Vice Governors

m. Regents/Mayors and Deputy Regents/Deputy Mayors

n. Other State Officials determined by Law.

THR for Civil Servants and Pensioners Will be Disbursed Starting H-10 of Eid, This is the Amount

Dream - Minister of Finance Sri Mulyani Indrawati ensures the disbursement of holiday allowance (THR) for civil servants (ASN) and pensioners will begin 10 days before Eid 2023 or Idul Fitri.

Sri Mulyani estimates that THR can start being disbursed on April 4, 2023. With THR being adjusted again considering national economic growth.

"Ministries and Institutions can immediately submit a letter of payment order to the state treasury service office (KPPN) starting from H-10 and adjust it based on the announcement of the government regarding joint leave on holidays," she said in a press conference in Jakarta, Wednesday, March 29, 2023.

Amount of THR for Civil Servants

This state treasurer explains that the amount of THR that will be received by civil servants and pensioners is calculated based on the payment of basic salary or basic pension, plus allowances attached to the salary or basic pension.

"Namely, family allowance, food allowance, as well as performance allowance, functional structural allowance or other general allowances," said Sri Sultan.

Similar to 2022, this year's THR also includes a 50 percent component of monthly performance allowance for those who are eligible for performance allowance.

Pensioners and Regional Civil Servants

Regional civil servants will also receive THR from basic salary, attached allowances, and 50 percent of performance allowance. Meanwhile, for regional government agencies (Pemda), the additional income is at most 50 percent, considering fiscal and regional capabilities and in accordance with regulations.

Not only for Regional Civil Servants, Sri Mulyani also revealed different provisions regarding the provision of THR and 13th salary this year.

The government will provide THR and 13th salary to teachers and lecturers who do not receive performance allowances or additional income.

"They will be given 50 percent of the professional teacher allowance and 50 percent of the professional lecturer allowance," said Sri Mulyani.
