Dream - Dozens of civil servant doctors at the Regional General Hospital (RSUD) Soe, South Central Timor Regency (TTS), East Nusa Tenggara (NTT) staged a strike. The doctors protested the incentive (Professional Scarcity Allowance) for specialist doctors, general practitioners, and civil servant dentist doctors at RSUD Soe that has not been paid for six months (April - September 2023).

Apart from that, they also requested an adjustment in the payment regulations for the intensive payment of civil servant doctors and contract doctors to be equal. As stated in Government Regulation No. 12 of 2019 concerning regional financial management, Article 38 for contract workers and Article 59 for civil servants.

"Specialist doctor friends who are impatient because TPP has not been paid for five months," explained Egusem Pieter Tahun. He revealed that the funds have not been disbursed because there are separate regulations for civil servants (PNS) and non-civil servants. "Because of the regulations, they are separated and included in TPP for civil servants," concluded Egusem Pieter Tahun.

The Ministry of Health (Kemenkes) also speaks out about this action. The Head of the Communication and Public Service Bureau of Kemenkes, Siti Nadia Tarmizi, said that they are currently coordinating with the local government (pemda) of TTS to resolve the issue.

Nadia reminds, local governments must commit to maintaining the health workers (nakes) to ensure good service to the community. Especially if the community needs emergency treatment. "That's why the commitment of the local government is necessary to ensure health services for the community and this requires health workers," she said.
