According to BBC Indonesia, the data being sold includes personal data, security system software licenses, and contract documents from the National Data Center from 2021 to 2024.

However, the data is not clear whether it is related to the ransomware attack carried out by Brain Cipher against PDNS in Surabaya. The government itself has not responded to the statement of the sale of Kemkominfo data on BreachForums.

Before, the cyber group Brain Cipher claimed responsibility for the ransomware attack on PDNS in Surabaya, East Java. They apologize and promise to provide the key to unlock the government's encrypted data for free on Wednesday, July 3, 2024. They did this because their actions have affected many people.

Brain Cipher asserts that there is no political motive behind their attack and apologizes to the Indonesian public. The group's statement was reported by StealthMole, an intelligence organization monitoring dark web threats, on their X account on Tuesday morning, July 2, 2024.

"This Wednesday, we will give you the key for free," wrote Brain Cipher. "We hope our attack will make you understand how important it is to fund this industry and recruit qualified specialists," Brain Cipher continued."

In addition, Brain Cipher requests an open statement to the public expressing gratitude to them and confirming that they "consciously and independently made this decision". "If government representatives feel wrong thanking the hackers, you can do it privately through the post office," he added. The Brain Cipher group previously demanded a ransom of US$8 million (equivalent to Rp131 billion). However, the Indonesian government insists that they will not pay the ransom.

Cyber security expert from Ethical Hackers Indonesia, Teguh Aprianto, said that the cyber attack on PDNS that occurred on Thursday, June 20, 2024, was the worst in a long list of government data breaches. According to Teguh Aprianto, the government data center is still vulnerable because Kemkominfo and the National Cyber and Crypto Agency (BSSN) have not been serious in handling cyber attacks. "When an attack occurs, it directly paralyzes and disrupts public services. It means that each institution has problems," said Teguh to BBC Indonesia.
