As per the regulations, non-ASN or honorary staff in the government will be eliminated by December 2024, in accordance with the mandate of Law Number 20 of 2023 concerning State Civil Apparatus (UU ASN). Not only can they be appointed as PPPK, but non-ASN staff can also be promoted to civil servants (PNS), if they still meet the requirements to participate in the 2024 CPNS selection.

The Ministry of Administrative and Bureaucratic Reform (PAN-RB) estimates that the number of honorary staff in the government, which currently stands at around 1.7 million people, will continue to shrink as the recruitment of PPPK progresses. "The number (1.7 million) of non-ASN will continue to change, because later some will be accepted (to become PPPK). The government, through the National Civil Service Agency (BKN), officially announced the registration for CPNS and PPPK 2024, which will open from August 20 to September 6, 2024. The total number of positions available for the CPNS 2024 implementation is 2.3 million positions.
