Dream - Public Housing Savings (Tapera) has become controversial because it requires private and independent workers with salaries above the regional minimum wage (UMR) to pay a 3% contribution from their salary. For private workers, a contribution of 0.5 percent is borne by the employer, while the rest is paid by the workers themselves.

On social media, there is a narrative circulating that Tapera contributions will be used to finance the programs of elected president Prabowo-Gibran, namely free lunch and the development of the National Capital (IKN). Here is the narrative in a Facebook post: "The government's new program raises UKT and TAPER. Is this fund for free lunch or for building the stalled mega project IKN?"

Moeldoko asserts that the Tapera funds are managed transparently through the Tapera Committee, led by the Minister of Public Works and Housing (PUPR) and consisting of the Minister of Finance, the Minister of Manpower, OJK Commissioner, and professionals. The establishment of the Tapera Committee aims to oversee the cultivation of Tapera funds owned by the community to ensure its proper use. According to Moeldoko, the pros and cons of the Tapera program arise because the community is not yet aware of the Tapera program.

Moeldoko explained that a similar program for government-managed housing funding already exists through the Housing Savings Consideration Agency (Bapertarum), which is specifically for civil servants. "There is already Bapertarum before. Then there is Tapera as a continuation. Tapera is expanded from only civil servants to include workers and private individuals. Because it is not yet fully understood, I think the public will have a better understanding after this socialization," said Moeldoko.
