However, the problem arises when the country's leader uses their position and power to direct civil servants, police, and the military to support the candidate. "The President may indeed express their hope for one of the candidates to win," he said.

"However, once he used his position, his power, to give instructions to civil servants, police, military, and others to support one candidate, and used state funds to finance trips in order to provide support to that candidate, he heavily violated the ethical demand that he, without discrimination, is the president of all citizens, including all politicians," continued Father Magnis.
