The Muskingum County Prosecutor's Office stated that the incident occurred in 2020. In one case, the Zanesville Fire Department failed to respond to an emergency call from someone having difficulty breathing and later died. This was because they were too busy taking care of the 34-year-old woman and transporting her by ambulance.

Kesha's actions ultimately revealed shortcomings in the 911 emergency call system. An assistant prosecutor emphasized the need for a better system to track false emergency calls. "There needs to be checks and balances so that violations like this are reported to law enforcement more quickly because 350 ambulance calls for Kesha are truly ridiculous," he said.
