"We are making various efforts as a form of the state's presence in providing placement and protection services for Indonesian Migrant Workers because working, both domestically and abroad, is a human right that must be upheld, respected, and guaranteed as mandated in the 1945 Constitution," said the Minister of Manpower in a statement quoted on Thursday, December 21, 2023.

The translation of "Upaya Kemnaker" to English is "Efforts of the Ministry of Manpower".

According to Ida, among the efforts made by the Ministry of Manpower is to maximize the role of labor attachés who are currently spread across 11 placement countries. The Ministry of Manpower is also always active in providing competency certification, or in other words, upskilling for high school graduates or equivalent. Another effort is the mass dissemination of information about how to work abroad procedurally.

"Additionally, the Ministry of Manpower has also established 25 Task Forces for Indonesian Migrant Workers at debarkation/embarkation points and areas where Indonesian Migrant Workers are concentrated. Then, it has formed 503 Productive Migrant Villages (desmigratif) in the villages where Indonesian Migrant Workers are concentrated."

The Minister of Manpower said that these steps are continuously being pursued considering the many challenges that the government needs to respond to. The first challenge is that 54 percent of job seekers wanting to work abroad have a junior high school education or lower.

The second observation is that 61 percent of the total placement of PMIs is still dominated by women who work for individual employers, namely caregivers and housemaids.

"Third, the high number of PMIs departing in an unprocedural manner remains a problem. Of the 1,918 complaints as of November 2023, 1,553 (81%) are unprocedural complaints."
