However, this is not without reason, as there are indeed certain individuals who become arrogant on the road while using RF plates.

According to the Auto2000 website, RF license plates do not actually have any privileges except in certain situations. 

Law No. 22 of 2009, Article 134 and 135 regarding Traffic and Road Transportation (LLAJ) states that there are only seven categories of vehicles that can have priority on the road. 

Vehicles with RF license plates are not entitled to this priority without traffic police escort.

Meanwhile, RF license plates cannot be used by just anyone. This is stated in the National Police Chief Regulation No. 3 of 2012 regarding the Issuance of Special and Secret STNK and TNKB Recommendations for Official Vehicles. 

The RF code is divided into several categories, depending on the institution. For example, the RFS code (Reformation State Secretariat) is specifically for state officials at the I-level (equivalent to Director General in Ministries).

RFO, RFH, and RFQ are specifically for state officials at the II-level (equivalent to Director in Ministries).

RFH (Reformation Law) is specifically for high-ranking officials in the defense and security departments, FRP (Reformation Police) is specifically for police officials.

Meanwhile, RFD (Reformation Land) is specifically for TNI AD (Indonesian Army) officials, and RFL (Reformation Sea) is specifically for TNI AL (Indonesian Navy) officials.
