Chief of Police Takes Action Regarding 'RF Plate' that Disturbs Residents, Who is Entitled to Use It?

Dream - General Listyo Sigit Prabowo, the Chief of Police, said he will review the use of RF license plates on official vehicles.

This is in response to numerous reports from the public stating that the use of plates with the RF code is being abused by certain individuals.

These incidents have occurred repeatedly and have caused a negative stigma among the public.

The Chief of Police stated that, functionally, vehicles with RF license plates can be used for the interests of the police force, as well as ministries or institutions.

Furthermore, RF license plates can also be used in relation to the police, government agencies, or VVIPs.

“Especially in big cities, it is specifically given for certain functions that are related to the police, government agencies, or VVIPs,” said Sigit.

This negative stigma arises because many people believe that these license plates can only be used by the police.

Therefore, when they see drivers or passengers who are not police officers using these plates, they immediately think negatively. 

However, this is not without reason, as there are indeed certain individuals who become arrogant on the road while using RF plates.

According to the Auto2000 website, RF license plates do not actually have any privileges except in certain situations. 

Law No. 22 of 2009, Article 134 and 135 regarding Traffic and Road Transportation (LLAJ) states that there are only seven categories of vehicles that can have priority on the road. 

Vehicles with RF license plates are not entitled to this priority without traffic police escort.

Meanwhile, RF license plates cannot be used by just anyone. This is stated in the National Police Chief Regulation No. 3 of 2012 regarding the Issuance of Special and Secret STNK and TNKB Recommendations for Official Vehicles. 

The RF code is divided into several categories, depending on the institution. For example, the RFS code (Reformation State Secretariat) is specifically for state officials at the I-level (equivalent to Director General in Ministries).

RFO, RFH, and RFQ are specifically for state officials at the II-level (equivalent to Director in Ministries).

RFH (Reformation Law) is specifically for high-ranking officials in the defense and security departments, FRP (Reformation Police) is specifically for police officials.

Meanwhile, RFD (Reformation Land) is specifically for TNI AD (Indonesian Army) officials, and RFL (Reformation Sea) is specifically for TNI AL (Indonesian Navy) officials.
