Shocking Facts about the Modus Operandi of Fake QRIS Sticker Donations in South Jakarta Mosque

Dream - Worshipers at a mosque that provides donation distribution services through QRIS are advised to be more careful. Recently, news has circulated about the discovery of fake QRIS stickers attached to the donation boxes of Nurul Iman Mosque in Blok M Square, South Jakarta.

The fraud was carried out by a man who deliberately installed fake QRIS scan or barcode on several donation boxes.

The Secretary of the Mosque Prosperity Council (DKM) of Nurul Iman Mosque in Blok M Square, Habibi Katin, confirmed that the case has been followed up by the police.

"Yes, we will follow up on it. The police have been involved today," he said, as quoted from Merdeka.com, Tuesday, April 11, 2023.

The modus operandi of this QRIS fraud was captured on CCTV video, which showed a chubby man wearing a shirt installing barcodes on several donation boxes.

In addition to Donation Boxes, Fake QRIS Stickers Installed on Mosque Poles and Walls

Habibi revealed that the incident was carried out by the perpetrator on Thursday, April 6, 2023, around 10:30 AM. However, the mosque authorities only found out about it on Sunday, April 9, 2023, around 11:00 AM.

"We noticed something unusual, usually there are no QRIS stickers on the donation boxes, especially on the outer boxes, but this one had foreign stickers," he said.

Based on this suspicion, the mosque officials then checked all the boxes, poles, and walls of the mosque. As a result, many suspicious QRIS stickers were found.

"So after we made sure they didn't belong to the mosque, we removed all of them. After that, we checked the CCTV to identify the person who put the stickers, and we found out," added Habibi.

Installed Near the Authentic QRIS Managed by the Mosque

Habibi explained that the perpetrator installed QRIS stickers by stacking several boxes that had already been fitted with authentic QRIS stickers issued by the mosque management.

The perpetrator was found to have not replaced the stickers but instead placed his own QRIS stickers on those boxes.

"We also have several boxes that have QRIS stickers. But the stickers have the name of the mosque, Nurul Iman Mosque in Blok M Square. The ones the perpetrator put were different," he explained.

Suspected to Have Occurred in Other Mosques

The Pancoran Police are also investigating the activities of the perpetrator. It turns out that the perpetrator has previously carried out the same fraud modus operandi at Nurullah Mosque in Kalibata City Pancoran some time ago.

"The perpetrator allegedly did it in Kalibata City, so we contacted Kalibata City to see if there have been similar incidents," he explained.

Fake QRIS Has Been Blocked by Bank Indonesia

In response to this case, Bank Indonesia (BI) has also blocked the fake QRIS at Nurul Iman Mosque in Blok M Square, South Jakarta. Therefore, it cannot be used anymore by Payment Service Providers (PJP) involved.

Executive Director of the Communication Department of BI, Erwin Haryono, said that in this case, the perpetrator registered as a QRIS merchant under the name of the mosque, but the merchant was actually registered as a regular merchant, not a place of worship.

"In the case of the alleged misuse of QRIS at one of the places of worship in Jakarta, the perpetrator registered as a QRIS merchant with the name of a mosque restaurant, but the merchant was not registered as a place of worship, but as a regular merchant," he explained.

Special Procedures for Installing QRIS in Places of Worship

Erwin explained that the mechanism for merchants to obtain QRIS is by registering as a QRIS merchant through a BI-licensed PJP that is a QRIS provider.

In the registration process, merchants need to fulfill the specified requirements, including data such as identity and business profile. The PJP must verify this data before issuing QRIS for the merchant in question.

As for places of worship/social donations merchants, there are additional documents to ensure that the merchant is indeed a place of worship/social donation, so that a 0 percent MDR (merchant discount rate) can be applied to the merchant.
