Dream - The Civil Society Coalition for press freedom is pushing for the formation of an open, participatory, and accountable Publisher Rights Committee. Ade said, the Publisher Rights Presidential Regulation, which was approved at the end of February 2024, stems from the spirit of encouraging quality journalistic products and ensuring fair compensation from digital platform companies to press companies.
One of the mandates of this regulation is the establishment of a committee that will be assigned to carry out the supervisory functions and provision of facilities for fulfilling the obligations of digital platform companies. This includes providing recommendations to the minister responsible for government affairs in the field of communication and informatics based on the results of supervision. At the same time, facilitating arbitration or alternative dispute resolution between digital platform companies and the press in accordance with the provisions of the legislation.
Therefore, the formation of a committee is one of the crucial stages of the overall implementation of Presidential Regulation 32/2024. This committee plays an important role in ensuring that press companies and digital platforms find a fair compensation formula. This also includes overseeing the monitoring and reporting process when there is a dissemination of information that violates journalistic ethics or regulations on digital platforms.
Transparency in this selection process is to ensure that the entire process is carried out with a focus on the rights of civil society, especially the right to access information.
In addition, the task force established by the Press Council to formulate the operational regulations of the Presidential Regulation on Publishers' Rights must ensure that this regulation applies to all digital platforms, and does not target specific digital platform companies. Based on this basis, the Civil Society Coalition for Press Freedom urges the Press Council and the committee selection team to ensure that the entire selection process is conducted in a participatory and transparent manner, prioritizing the rights of civil society, particularly the right to access information.
