Dream - Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas said the government is currently working on implementing digital transformation to enhance the integration of public services through government technology (GovTech). The President has issued Presidential Regulation (Perpres) Number 82 of 2023 in order to accelerate digital progress and interoperability of existing systems in the government through three ways.
"Three Pillars Presidential Regulation"
The main three pillars of the Presidential Regulation are strengthening governance through the involvement of coordinating ministries and government institutions, building government implementation capabilities through GovTech.
Then focus on priority digital services through integration and interoperability. Quoting the Setkab page, Anas mentioned that Indonesia's digital achievements in the Indonesia Digitalization Index have increased by 30 ranks, from rank 107 to rank 77. "We already have good examples, such as Satu Sehat, the Merdeka Belajar platform, then the [Kartu] Prakerja platform, and others, but this is not yet evenly distributed, each ministry has different capabilities," he said.
"Government Service Portal Mostly Officials' Photos"
In order to facilitate the public's access to information, Azwar Anas conveyed that President Jokowi prohibits service portals for the public from having photos of officials.
"During this time, our service portal, both in ministries, institutions, and local governments, when you enter it, sometimes the content is filled with the photo of the director-general, the photo of the deputy, the photo of the head of the department, and now this will be changed so that when people enter, they can immediately see 'oh, how about if I take care of BPJS', 'how about if I give birth', 'how about if I want to get a scholarship', and this portal is like those in various countries in Indonesia. So in the future, what used to be complicated will now become easier," he added.
Anas revealed that there is also a policy of no new applications, but rather interoperating existing applications. This is directed to avoid the complexity of using the current 27 thousand applications that are circulating. The President ordered that all regencies/cities be able to integrate their hundreds of applications into one public service portal within 3-4 months.
As a concrete step, the Ministry of Health has successfully integrated 400 Puskesmas applications into one service portal. In addition, the government is also focusing on the development of general applications that will be integrated by the SPBE team, involving the Ministry of Communication and Informatics, Ministry of Finance, Ministry of Home Affairs, BRIN, and BSSN.
"The conclusion is, if previously the president or the government has inaugurated many toll roads, including the fastest train in ASEAN, and this time the government officially inaugurates a public service toll road, namely through GovTech Indonesia in nine priority services," he concluded.
