Minister of Communication and Information, Josephine Teo, allows the disclosure of passenger and airport crew information to airport operators for technical purposes as one of the main provisions. Through this biometric system, passengers only need to undergo facial scanning, eliminating the need to show passports, tickets, and boarding passes multiple times during the boarding process. "Instead, biometrics will create a 'single authentication token' that passengers can use at various automated contact points," said Teo.

"With this amendment, a permanent resident who is outside Singapore and does not have a valid re-entry permit is required to submit an application within the specified period, which is six months. 'Considering that six months is more than enough for a permanent resident to arrange their status, there will be no way to reinstate their PR status once a PR loses their PR status according to the bill,' said Teo."

According to him, security threats including terrorism, and pandemics also require stricter actions regarding immigration affairs such as gathering passenger information in advance and implementing entry restrictions before 'undesirable individuals' arrive in this country. Despite the implementation of this system, concerns about privacy and cyber security are also a focus for Singapore because this system will handle a large amount of personal information. Teo said that only Singaporean companies can take on IT projects related to the Immigration Checkpoints Authority.
