List of Public Services that Have Recovered After PDNS was Hit by Ransomware Attack

Dream - Temporary National Data Center (PDNS) 2, managed by the Ministry of Information and Communication (Kemkominfo) and Telkom Sigma, was hit by the Brain Chiper Ransomware attack on Thursday, June 20, 2024. The Ransomware was created using the Lockbit 3.0 technology, which is said to be difficult to penetrate.

The perpetrator of the ransomware attack even demanded a ransom of US$8 million (around Rp131 billion) so that the encrypted data can be recovered. Chairman of the National Cyber and Encryption Agency (BSSN), Hinsa Siburian, stated that five public services have now been restored. This includes immigration to LKPP.

"There is the Ministry of Law and Human Rights, immigration department, LKPP, Coordinating Ministry for Maritime Affairs and Investment of the Republic of Indonesia Event Licensing Service, Kediri City ASN Digital, and the Ministry of Religious Affairs."

The Director of Network & IT Solution Telkom, Herlan Wijanarko, added that after the ransomware attack, their main focus now is the recovery of affected tenants. "We prioritize the tenants affected by this issue," said Herlan.

In addition, he expressed that public services are a priority for Kominfo, so that the public can continue to receive the services they deserve. "The Minister has instructed to restore public services first," he said.

However, although some public services have been restored, Herlan Wijanarko said that the encrypted PDNS data that has been hacked is unlikely to be recovered, meaning it cannot be retrieved again by Kemkominfo. "Some of the encrypted data can no longer be recovered," he said. Although the taken data cannot be retrieved anymore, Herlan mentioned that some data from the National Data Center tenant still has a backup.

"We have identified that there are still 44 tenants being backed up," he said. "We are trying to reactivate the affected services."

Herlan also stated that Kemkominfo, along with Telkom Sigma and BSSN, has contacted affected tenants. Then, to anticipate data that can no longer be backed up, Kemkominfo, BSSN, and Telkom Sigma will create a new PDNS.
