The Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB), Abdullah Azwar Anas, stated that the regulation refers to Presidential Regulation No. 21/2023 regarding the Working Days and Hours of Government Agencies and Civil Servants.

"If in the past we used to issue circular letters every year, but now we no longer do so because the working hours arrangement for civil servants during Ramadan is accommodated in Presidential Regulation No. 21/2023."

In the Presidential Regulation (Perpres), it is stated that the working hours for government agencies and civil servants in the month of Ramadan are 32 hours and 30 minutes per week. However, this working time does not include break time.

Working Hours of Civil Servants During Ramadan 2024

Meaning if civil servants work 5 days a week, then working hours during the fasting month of Ramadan will only be 6.5 hours per day.

               

"In addition, during the month of Ramadan, the working hours for government civil servants start at 08.00 local time, applicable to government agencies both at the central and regional levels."

With a duration of 6.5 hours, the civil servant's return time becomes 15.00 or 3 p.m. For institutions that apply regulations other than 5 working days in 1 week, they must adjust to the provisions in this Presidential Regulation for a maximum of 1 year from the date this Presidential Regulation is enacted. "The detailed hours are determined by the PPK (Official in charge of Personnel Management) or the institution's leader," stated the Presidential Regulation.

"In the regulation, it is also stated that the number of working days and/or working hours can be changed if there is a Presidential policy related to national holidays, national collective leave, and policies adjusted to the provisions of the legislation."

"Not Applicable for TNI and Polri"

However, the working day provisions contained in this presidential regulation do not apply to TNI soldiers and civil servants in the ministry environment that carry out government affairs in the defense field.

               

Besides that, this provision also does not apply to members of the Indonesian National Police (Polri) and civil servants (ASN) within the Polri environment whose regulations are determined by the Chief of Police (Kapolri), and civil servants at the Indonesian Republic's representatives abroad whose regulations are carried out by the Minister of Foreign Affairs. Meanwhile, working days and working hours for TNI soldiers and members of the Indonesian National Police (Polri) who are assigned outside the structure, including employees at the Indonesian Republic's representatives abroad, follow the working days and working hours applicable at the place of assignment.
