Dream - President Joko Widodo (Jokowi) attended the Joint Meeting of the Indonesian National Armed Forces and the Indonesian National Police held at the TNI Cilangkap Headquarters on Wednesday, February 28, 2024. Jokowi also bestowed an honorary general title upon Defense Minister Prabowo Subianto.

After that, Jokowi pinned the badge and star insignia on Prabowo's shoulder. Prabowo immediately saluted Jokowi. Thus, Prabowo completed his military position as a 4-star general. Before receiving this honorary title, Prabowo's last rank was lieutenant general (letjen).
The rule of awarding ranks is regulated in Law No. 20 of 2009 concerning Titles of Service and Honors. In Article 33 paragraph 3, it is explained that the title given to Prabowo is included as a privilege.
The awarding of this honorary title has sparked controversy from various parties. This is because Prabowo was dismissed from the TNI service based on the recommendation of the Officer's Honor Council (DKP). At that time, the Minister of Defense/Commander of ABRI, General Wiranto, announced the dismissal of Prabowo, who was serving as Pangkostrad on August 24, 1998, in connection with the abduction of activists in 1997-1998. Although he was discharged from the military at the beginning of the reform era, Prabowo is considered eligible to receive the honorary insignia awarded by Jokowi.
The following are the requirements for receiving an honorary badge: Article 25 The general requirements referred to in Article 24 letter a consist of: a. Indonesian citizens or someone who fought in the area that is now part of the territory of the Republic of Indonesia; b. having moral integrity and exemplary behavior; c. having contributed to the nation and state; d. having good conduct.
e. loyal and not betray the nation and state; and f. has never been convicted and imprisoned based on a court decision that has obtained permanent legal force for committing a crime punishable by a minimum prison sentence of 5 (five) years.
