Those who fail to meet these requirements may lose their housing allocation. North Korea also distinguishes between housing in urban and rural areas. Permits for urban housing are printed on blue paper, while permits for rural housing are printed on the same dull paper used by newspapers.
Permission is issued by the local community committee, which means that the quality of the paper, color, and format of the permission may vary depending on its origin. Various rules that must be followed in the use of the house by North Korean citizens are stated in the permit.
