Dream - PT Hutama Karya (Persero) proposes a tariff increase for four sections on the Trans Sumatra Toll Road in 2024. According to the plan, the four sections that will experience a toll tariff increase are the Terbanggi Besar-Pematang Panggang-Kayu Agung Toll Road, the Palembang-Indralaya Toll Road, the Pekanbaru-Dumai Toll Road, and the Sigli-Banda Aceh Toll Road.
"Reasons for Rate Adjustment"
The reason for adjusting the tariff is indeed supposed to be done every 2 years. This refers to Article 48 paragraph (3) and (4) of Law Number 2 of 2022 concerning the Second Amendment to Law Number 38 of 2004 concerning Roads.
Executive Vice President (EVP) of Perusahaan Hutama Karya, Tjahjo Purnomo, stated that the quality of the road sections has already met the requirements for a toll rate increase. "We hope to obtain the necessary permits, considering that the tariff adjustment is crucial to maintain the sustainability of the toll roads and create a conducive investment climate for toll roads. Therefore, we hope that it can be implemented according to the target," said Tjahjo, as quoted from Liputan6.com, Thursday, January 11, 2024.
"Current Rates"
As for referring to data from the Toll Regulatory Body (BPJT), the Terbanggi Besar-Pematang Panggang-Kayu Agung toll road currently has a tariff of Rp170,500 for the longest distance for Class I vehicles (private vehicles). Meanwhile, the Palembang-Indralaya toll road is charged at Rp20,500 for the longest distance. For the Pekanbaru-Dumai toll road, the tariff is Rp118,500, and the Sigli-Banda Aceh toll road has a tariff of Rp35,000.
Furthermore, Tjahjo conveyed that Hutama Karya is committed to continuously improving services and ensuring the fulfillment of the Minimum Service Standards (SPM) on managed toll roads. "Before toll roads are allowed to adjust tariffs, assessments and testing are carried out first. In addition, during its implementation, it is still necessary to consider current conditions and situations. If there is a special case like the previous pandemic, tariff adjustments should also be postponed first," he said.
Not only that, several new sections that were operated in 2023 by Hutama Karya, such as Tol Sigli-Banda Aceh Section 5 & 6 (Blang Bintang-Baitussalam), Tol Binjai-Langsa Section 2 (Stabat-Kuala Bingai), Tol Indralaya-Prabumulih & Tol Indrapura-Lima Puluh are still operated without a fee or unpaid. The section that has been operating for free the longest is Tol Sibanceh Section 5 & 6 since June 2023, or it has been more than 7 months of operation without a fee.
"Hopefully it can provide a positive contribution to society, where during operation without tariffs, the operational and maintenance of toll roads continue to run even though they have not yet made a profit and their funding is still from the company's internal sources," added Tjahjo."
