Dream - Chairman of the Indonesian Trade Security Committee (KPPI) of the Ministry of Trade (Kemendag), Franciska Simanjuntak, said that two products from the textile and textile products (TPT) industry will be subject to safeguard import duties or Safeguard Import Actions (BMTP). The two products are fabric with HS code 107 and carpets or other textile coverings (HS 64).
The imposition of import duties aims to protect the domestic industry from the influx of illegal imported goods. The policy adopted by the Ministry of Trade is through the imposition of Anti-Dumping Import Duties (BMAD) and BMTP or safeguard.
"Hopefully in the near future, within one or two weeks, there will be a release regarding fabric and carpets."
Franciska said quoted from Liputan6.com, Tuesday, July 16, 2024.

Although it has been prepared, the government is not yet willing to disclose the amount of import duty on fabric and carpet products. The reason is that the regulations on the imposition of import duties are still in the final discussion stage before being formulated in the form of a Minister of Finance Regulation (PMK).
"Currently, we are waiting for the PMK, in the final stage," he said. As for carpet products, he continued, the import duty regulation is an extension of the previous regulation since 2021. This BMTP regulation is being reinstated to protect domestic textile products. Currently, KPPI is investigating other imported goods such as cotton yarn, artificial filament yarn, woven cotton fabric, and slag wool."
"While several products are being subjected to security measures, including threads made of synthetic or artificial staple fibers, clothing and clothing accessories, I and H sections of other alloy steels, evaporators, and ceramic tiles."
The legal basis for the imposition of BMAD and BMTP is regulated in Government Regulation Number 34 of 2011 concerning Anti-Dumping Measures, Countervailing Measures, and Safeguard Measures. The fundamental difference between anti-dumping measures and safeguard measures lies in their subject of imposition.
"In wearing both of these instruments, there are a number of requirements that must be fulfilled. Meanwhile, the countries that Indonesia has investigated and imposed BMAD and BMP include India, Republic of Korea, China, Japan, United States, European Union, Russia, Kazakhstan, Australia, Malaysia, Vietnam, Thailand, Hong Kong, Turkey, Pakistan, United Arab Emirates, Singapore, Taiwan, Bangladesh, and Egypt."
"The main thing that must exist is that the domestic industry experiences losses or the threat of losses. In addition, there must be a cause and effect relationship between these two requirements."
