APINDO assesses that the Tapera regulations are adding new burdens, both for employers and workers. Currently, the collection burden borne by employers reaches 18.24 percent to 19.74 percent of workers' income. Here are the details:
Social Security Employment Guarantee (based on Law No. 3/1999 'Jamsostek'): Old Age Guarantee 3.7 percent, Death Guarantee 0.3 percent, Work Accident Guarantee 0.24 to 1.74 percent, and Pension Guarantee 2%. Social Health Guarantee (based on Law No. 40/2004 'SJSN'): Health Guarantee 4%. Severance Reserve (based on Law No. 13/2003 'Employment') in accordance with PSAK (Statement of Financial Accounting Standards) No. 24/2004 based on actuarial calculations approximately 8%.
"On the other hand, APINDO continues to push for the addition of benefits to the Additional Service Benefits (MLT) program of BPJS Ketenagakerjaan, so that private workers do not need to participate in the Tapera program. Tapera is better suited for civil servants, military personnel, and police."
According to APINDO, permanent workers can obtain housing facilities by utilizing MLT from the funding source of the JHT (Old Age Guarantee) program, which is useful for 4 benefits, including:
a) Home Ownership Loan up to maximum Rp500 million b) Housing Down Payment Loan (PUMO) up to Rp150 million c) Home Renovation Loan (PRP) up to Rp200 million d) Housing Financing Facility for Workers/Construction Credit (FPPP/KK).
