According to Imam An-Nawawi in the book Al-Idhah fi Manasikil Hajj, he explains about the recommended prayer to be recited when seeing the Ka'bah as follows:
Allāhumma zid hādhāl bayta tashrīfan wa ta‘zhīman wa takrīman wa mahābatan, wa zid man syarrafahū wa karramahū min man hajjahū aw i‘tamarahū tashrīfan wa takrīman wa ta‘zhīman wa birran. Translation: "O Allah, increase the honor, glory, respect, and magnificence of this House. Increase also the honor, glory, respect, and goodness for those who honor and respect the Ka'bah through performing Hajj or Umrah."
After reading the prayer above, it is also recommended to read the following prayer: اللَّهُمَّ أَنْتَ السَّلَامُ، وَمِنْكَ السَّلَامُ، فَحَيِّنَا رَبَّنَا بِالسَّلَامِ Meaning: "O Allah, You are the source of peace, and from You comes peace. O our Lord, grant us honor through peace." After that, the congregation can pray for anything related to worldly and hereafter matters.
