Dream - President Joko Widodo (Jokowi) expressed his grievances regarding the sometimes unsynchronized development of the central and regional areas. The President reminded Indonesia and the whole world that they are currently facing difficult situations and challenges. The President's complaints were conveyed during the opening of the National Development Planning Assembly (Musrenbang) 2024 at the Jakarta Convention Center, Jakarta, on Monday, May 6, 2024.

According to Jokowi, the government already has a Long-Term Development Plan (RPJP), Medium-Term Development Plan (RPJM), and Government Work Plan (RKP) that are implemented every year. However, what the government does not yet have is the synchronization of programs from the grand plans that will be implemented by the central and regional governments. "This (synchronization) is what is lacking. Therefore, synchronization becomes the key," he said. The President gave an example that the central government has been building dozens of dams in various regions, followed by primary irrigation. Unfortunately, secondary and tertiary irrigation that reaches the fields has not been carried out.
"The water does not reach the rice fields that we own," President emphasized.
It is known that the central government has built 40 dams in the last 10 years. It is targeted that the agricultural supporting facilities to be built by the end of the year will reach 60 dams. Similar conditions occur in the construction of ports and road infrastructure that are not synchronized with the ongoing programs by the local government.
"For the road infrastructure project, the government has already built a total of 2,049 km of roads, 5,833 km of national roads, 25 new ports, and 25 new airports. 'Not all of them are built by the central government, if you listen to the Regional Road Presidential Instruction, the Presidential Instruction for household water supply, Alhamdulillah, Alhamdulillah. Which ones are you working on?' Jokowi sarcastically commented."
During this time, the president continued, local governments often report that they are unable to carry out infrastructure support programs from the central government. The reason is that the budget in the Regional Budget (APBD) has already been allocated for other programs. In addition to synchronization, the President also highlighted regional programs that should be oriented towards results and economic returns. He reminded local governments not to spend the budget on departments without setting their priorities.
"There is a 10 percent increase in the budget, everyone is given 10, 10, 10, 10, 10 percent, it is unclear which one has the highest priority. Make sure the budget is not used for too many meetings and excessive benchmarking," he emphasized."
The third thing that the president pays attention to is that the program development must be targeted and strategic. He reminds that the use of the Regional Budget (APBD) and the National Budget (APBN) should be beneficial by implementing targeted programs. "Don't let me see the budget for stunting in the Community Health Center (Puskesmas) being given to the Puskesmas, resulting in the Puskesmas having a fence. It exists, don't say it doesn't," he said.
