Dream - Civil servants or government employees will receive holiday allowance (THR) no later than H-10 Lebaran 2024. This means that if Idul Fitri falls on April 10, 2024, next month the civil servants will receive THR.
Minister of Home Affairs (Mendagri), Tito Karnavian said that civil servants (ASN or PNS) in DKI Jakarta will receive the highest holiday allowance (THR) compared to other regions in Indonesia.
Tito said, the DKI Jakarta province has adequate fiscal resilience, one of which is driven by strong regional original income (PAD).
"We estimate that the largest THR is in DKI, because the standard is high and they have a strong fiscal capacity. So, the dependency on the center is only about 20 percent,"

With that ability, he mentioned that DKI Jakarta is ready to budget funds for the distribution of THR and the 13th salary for a number of civil servants in his work environment.
Moreover, the salary component is sent through the General Allocation Fund (DAU), while the DKI Provincial Government only needs to calculate additional income allowances for employees (TPP) and other allowances.
In addition to Jakarta, another region that shows sufficient fiscal resilience is Banten. Different conditions will be faced by several districts/cities in the eastern region. Local governments in this area are said to still rely heavily on the budget from the central government. "Districts/cities, especially those that have been expanded, rely heavily on General Allocation Fund (DAU) and revenue sharing funds (DBH)," said Tito.
"Budget for THR and 13th Salary"
The government has allocated a budget of Rp99.5 trillion for holiday allowance (THR) and the 13th salary for civil servants (ASN) in the fiscal year 2024, consisting of Rp48.7 trillion for THR and Rp50.8 trillion for the 13th salary. This amount has increased from last year's nominal amount of Rp77.6 trillion, with the disbursement amount for THR and the 13th salary each amounting to Rp38.8 trillion.
"Besides the factor of performance allowance differences, the increase in the budget for holiday allowance and the 13th salary is also driven by adjusting the amount of civil servant salaries, with civil servant salaries increasing by 8 percent and retirees by 12 percent."
